of the role of water as a source of socio-economic and political stability.

GIBB-SERA Chair in Integrated Water Resource Management

The GIBB-SERA Chair in Integrated Water Resource Management was created with effect from 1 June 2003 and has been fully endowed for a period of five years. Empowering the African Water Issues Research Unit (AWIRU) (see http://www.up.ac.za/academic/libarts/polsci/awiru/ ) thereby enabling the mainstreaming of the Universities Partnership for Transboundary Waters (UPTW) (see http://waterpartners.geo.orst.edu/ ), the Chair is physically located at the Council for Scientific and Industrial Research (CSIR) in Pretoria, but is part of the Southern Education and Research Alliance (SERA). SERA consists of a strategic alliance between the CSIR and the University of Pretoria (UP) (see http://sera.csir.co.za/seratest/index.html ). The Chair is being sponsored by ARCUS-GIBB (Pty) Ltd, the largest majority black owned firm of consulting engineers in South Africa at present (see http://www.gibb.co.za/ ). This sponsorship is a manifestation of GIBB's deep commitment to the Southern African water sector on the one hand, and to capacity building on the other. The full potential of the commitment of both GIBB and AWIRU to NEPAD is thus realized through the power of synergy. The physical structure of the Chair is as follows:

Vision

The Chair seeks to develop the mutual interests of the three Alliance Partners (GIBB, CSIR and UP) to the satisfaction of all by focusing on specific goal-oriented actions and by harnessing the power of synergy.

Mission

The Chair will provide the following specific goal-oriented outputs:

  • To grow the existing post-graduate course in IWRM in a sustainable manner by increasing the existing UP capacity and by mainstreaming the University Partnership for Transboundary Waters (UPTW).
  • To grow GIBB through the development of professional human potential and by harnessing the power of partnership with SERA.
  • To develop capacity within the CSIR relating to water governance.
